Transportation of dangerous goods that fall into the category of high-risk goods under the Document on the Procedure for the Handling of Dangerous Goods (ADR) is possible subject to a special permit. This permit is issued by the Federal Service for Transport Supervision and is valid for no more than one year.
The procedure for obtaining a special permit is regulated by Order No. 127 of the Ministry of Transport of the Russian Federation dated April 11, 2022. An application with relevant copies of documents can be submitted by mail or filled out online on the public services portal. The appendix to this Order contains a sample application.
The documents attached to the application include copies of the Vehicle Registration Certificate (STS) or the car rental agreement, the certificate of admission of the vehicle (TS) to carry dangerous goods, the driver's certificate of admission to the carriage of dangerous goods, as well as powers of attorney if the applicant is not the vehicle owner, but his representative.
It is also necessary to provide a transportation route plan, including information about parking lots and gas stations, and you must provide information about the cargo being transported (name, description, class, and UN number). The authorized body checks the data provided for completeness and accuracy, and the compliance of the technical characteristics of the vehicle with safety requirements.
The reasons for the refusal to issue a permit may be as follows:
— the route does not run on federal roads;
— The vehicle does not meet the requirements of ADR: the transport of dangerous goods is not safe; not all documents have been submitted or they are not accurate;
— there is no information about the inclusion of vehicles in the register of categorized vehicles.
The cost of the state duty for obtaining this permit is 1,500 rubles (paragraph 111 of Article 333.33 of the Tax Code of the Russian Federation)
